Flood insurance in Florida is one of the most important — and most misunderstood — coverages a homeowner can have. Florida insurance prices keep climbing, and the last thing you want is a gap in your coverage when a storm hits.

A lot of homeowners assume their regular home insurance covers flood damage. It doesn’t. Flood insurance is always a separate policy, and in Florida, the rules around who needs it are changing fast.

Does your regular home insurance cover floods?

No. Standard homeowners insurance does not cover flood damage — not from hurricanes, heavy rain, storm surge, or overflowing streets. If your home floods and you don’t have a separate flood policy, you’re paying out of pocket.

This surprises a lot of people after a storm. Don’t let it surprise you.

Who is required to have flood insurance in Florida?

There are two main situations where flood insurance is legally required:

1. You have a federally backed mortgage and live in a high-risk flood zone

If your lender is backed by the federal government (most conventional loans, FHA, VA, USDA) and your home sits in a FEMA-designated high-risk zone (Zones A or V), you are required to carry flood insurance for the life of the loan.

2. You have a Citizens Property Insurance policy

Florida’s state insurer, Citizens, is rolling out a mandatory flood insurance requirement for all policyholders. The schedule looks like this:

If you have Citizens insurance and your home is valued above $400,000, you are already required to have flood coverage as of this year.

What if I’m not in a flood zone?

You can still flood — and it happens more than people expect. About 25% of all flood insurance claims come from homes outside high-risk flood zones. Florida gets heavy rain, tropical storms, and hurricanes that send water into neighborhoods that have never flooded before.

You’re not required by law to have flood insurance if you’re not in a high-risk zone and don’t have a Citizens policy, but going without it is a real financial risk.

What does flood insurance actually cover?

A standard flood policy through NFIP (the National Flood Insurance Program, managed by FEMA) covers:

  • Building coverage — the structure of your home, including foundation, electrical, plumbing, HVAC, appliances, and flooring. Up to $250,000.
  • Contents coverage — your furniture, clothing, electronics, and other belongings. Up to $100,000.

It does not cover temporary living expenses (like a hotel) while your home is being repaired. For that, you’d need a private flood policy.

How Much Does Flood Insurance in Florida Cost?

It depends on your flood zone, your home’s elevation, its replacement cost, and whether you go NFIP or private.

The average insurance cost in Florida for an NFIP flood policy runs around $865–$2,213 per year. Florida insurance prices vary widely based on your specific property — FEMA’s Risk Rating 2.0 pricing system calculates your rate individually, so two houses on the same street can have very different premiums.

Keep in mind that Florida is already one of the most expensive states for home insurance overall. Adding flood coverage is an extra line item, but the cost of not having it after a major storm is far higher.

NFIP policies don’t take effect immediately. There’s typically a 30-day waiting period before your coverage kicks in. If a storm is already forming in the Gulf, it’s too late to buy a policy and expect it to help.
